No. All of the processing — detection, face recognition, plate reading — happens on your own PC, and your footage stays there. The only things that ever leave are the alerts you choose to send yourself (a Telegram or email with a snapshot), and only when something is worth telling you about.
The core job — watching, detecting, recording — works with no internet at all. You only need a connection for the parts that reach outside your building: sending yourself Telegram or email alerts, and the one-time setup download.
